The Havre subsector population in 1119 was 7.3 billion. New Era census
population is 8.9 billion, an increase of roughly 22%. Population increases have
occurred at Colony Four (0738) and Ibart (0239), the latter as a bootstrapping
effort from Colony Four and Havre (0338), and oddly enough, the Droyne of Cayuga
(0140). The highest population is at Colony Four (6 billion). The best starport
(A-class) is at Havre and Colony Four, which has the best TL (13).
These worlds were Client state of the 3rd Imperium. Early on in the conflict
between Archduke Dulinor and Duke Craig of Daibei, they remained neutral, much
like Switzerland of Terra in the pre-stellar World wars. However, intrigue and
limited trade still occurred here, culminating in a non-aggression pact in 1126.
The Collapse: Virus came first to Tibetan (0432) in the form of
one of Dulinor's Coronation Fleet Destroyer Escorts, IFNS Virasin Steel,
probably infected with a reproducing doomslayer strain, in 027-1130. The vessel
destroyed the mining colony there from orbital bombardment. Several Seeker
vessels engaged it, one damaging the maneuver drives before being destroyed and
the remainder scattered themselves.
TMS Skipjack, an LSP small refining starship (400dtns), the only other
vessel to escape the battle of Tibetan, passed warning to Solomon (0433),
bringing the Doomslayer's kin. Skipjack suicided onto the downport during final
approach, destroying the D-class port utterly on 034-1130. Their warnings on
the radio from far orbit however, allowed the planet time to shut down possible
infectable systems and machinery, which attributed to its survival through the
Collapse.
One of the infected Tibetan mining ships, The TMS Mudskipper misjumped
into Gwyneviere (0135), with catastrophic results on 039-1130. This was
insult to injury, as Virasin Steel had been there on 034-1130 and had
exhausted its missles, infected the orbital starport and X-boat base, and rammed
a system defense boat in mutual annihilation.
Virus travelled to Havre in the form of one of two patrol cruisers on the
heels of an X-boat. But the warnings of earlier vessels from
Kaas subsector had laid the ground work for defense against
it. 100 million people died on Havre, but the small system navy stopped it
cold.
Havre's tech level decline was a result of the trade recession brought on by the
"AI-Embargo" and resulting lack of trade.
In the 1180's, Havre's Navy lifted its isolation with Colony Four and
the Zarushagar Rift Confederation was born. The ZR polity is a
non-imperialistic pocket empire, with trade and mutual defense treaties in case
of vampire fleet incursions, especially from the Dew-Claw and
Udiid subsectors. All the planets practice self-rule, save where the
confederation's interests as a whole are at stake.
